+2 Int, -2 Con balanced?

One of the main reasons that none of the core races have a bonus to a mental stat is its considered unbalanced for spellcasting classes. But from an attribute standpoint I think con is a very important stat, in fact, I'd say its often more critical for spellcasters (I often see more wizards with 18 con than fighters, fighters can afford a few less hp). so with that in mind do you think a race with +2 to mental, -2 to con would be imbalanced?

Depends on the other powers of the class. If they have a lot of complimentary powers, probably not a good mix.

There already is a race that gets +2 Int, -2 Con. The Sun Elves in Forgotten Realms.

They are exactly the same as PHB elves, with the exception of ability scores.
 


This is (near to) the DMG guideline table Mal Malenkirk mentioned.

+2 STR = -2 DEX, CON, or 2 mental stats
+2 DEX = -2 any other stat
+2 CON = -2 any other stat
+2 INT = -2 any other stat
+2 WIS = -2 any other stat
+2 CHA = -2 any other stat

No, I think a bonus to a mental stat is balanced with a penalty to CON. For examples of this see sun elves and star elves from FRCS and Races of Faerun, resp.

Addendum: Actually, star elves are from Unapproachable East

Actually the table is

STR and DEX balanced by any other physical stat or 2 mental stats
CON balanced by DEX or any mental stat
Any mental stat by any other mental stat.
