They're somewhere between the two, like a collective of publishers. Most of them are too small to publisher more than a product or so a year, so I thought using IPR as sort of an umbrella might be apropriate. Or not.

I nominate Skeleton Key. Their tiles are the best. And I use them just about EVERY session! (you should see how awesome they printed on adhesive magnet and a magnetic whiteboard. )
