I thought the wink-wink of the movie was that the super-project dams were soft cover for the construction of the arks.

Oh, I think rather than justify them, that they never existed and, in fact, all of the people involved were actually working on the Arks. I took from your post that you were saying that the dams do exist in the movie-verse but were needed as part of the project but in my interpretation of the movie-verse, the dams do not exist at all and were simply a cover story.
