Of course they can. They just apperently don’t need a tool proficiency to do it, or perhaps navigators tools covers it, or whatever else it might be.

You trust your landlubber peasent hero to sail your ship cuz he has +3 STR.

In my party, if no one has the proficency to sail outright then we are hiring a sailor who does. The navigator can navigate.

Okay. I can’t tell if you’re just cracking wise or if you actually think that vehicles (water) not being in the UA means that there won’t be any sailors or whatever…
 


I'm saying the designers possibly forgot vehicles where a thing and informing others to remember to pt it in the survey.
I doubt they forgot they exist, having just released a book that has vehicles as a major component.

It’s possible they have decided to get rid of vehicles as tools themselves, and will instead do something different from the past for vehicles.
 

Though I respect those who found them useful, I say "good riddance" to BIFTs. They were a waste of space. Though anecdotal, I have never seen a 5e table use them in any of my groups in either the USA or Austria.
I have seen them get use, even get turned into in-character catchphrases. But, based on the fact that WotC began cutting them in the past two years already, seems that didn't take off. So it is.
