The Arcana tells you nothing about the 'barking voice'.
You don't speak Supernal and Religion is the knowledge skill for devils.

So Kern and Nathan have taken a 'turn' of sort. (0 success, 1 failure, 2 'turn' left). You both going to have to roll and succeeds streetwise checks next turn or the trail will get cold.
Mirage turn was spent coordinating the head count and Leyra by taking care of the patients.
Garrick has been searching the building and then joined Dagran upstairs. After the the post below, you can take another 'turn' of imvestigation.

Garrick is as thorough upstairs as he is below; It soons becomes obvious is right and that there is about a dozen patrons missing. The halfling might not be a wizard, but he sees nothing that can remotely pass for a ritual circle, linked gate or any other means of magical transportation. Taking a quick pause from the identification of the bodies, Mirage concurs.
If the devils got here magically, then it would mean they just teleported out of thin air
en masse. The only ritual that Mirage has heard of that could allow this is something called 'True Portal' but he is hesitant to conclude that this is what happened since lack of evidence is usually not a solid basis to draw a conclusion.

Dagran is suspicious of Kendrick and follows him but he isn't hard to find. He is in his room, the door still open after he rusehd back. He is counting the coins in his small purse with a suspicious air while a tall pretty human brunette is dressing up. She seems quite offended at his behavior.
-"I didn't steal from you, I was under the bed the whole time!"
-"Yeah, well, as my daddy used to say : Trust, but verify."
Satisfied, he slips it under his armour protectively.

Dagran's perception (1d20+8=20)
The coins includes the usual copper, silver and gold but it's mostly platinum and small jewels. Obviously he is doing very well in the private sector but it's still a lot of wealth to be carrying on yourself.

Something draws the dwarf's attention ; There are very realistic and highly detailed sketches of two persons pinned on the wall : one is a tiefling male and the other is a human woman.

At some point during the proceedings, a soldier report to Mirage that the backdoor in the kitchen leading to an alleyway is unlocked. One of the cook then informs the agent that it is always kept locked. If some people left the scene, it is likely through there. By now it is too late for a pursuit; you are several minutes behind and have no idea what direction they went.
[sblock]Nobody specifically said he searched the kitchen but it is obvious that at some point someone would have seriously checked it, if not a PC than one of the NPC milling about.
If someone had said as his first action that he was checking the back, the kitchen or something to that effect, I would have allowed a pursuit skill challenge. Now there is nowhere in sight. A skill challenge similar to the one Kendrick is doing is conceivable though you have to be specific in describing what you are looking for.
Whoever fled couldn't have left from upstairs (Kendrick and Vass would have seen it) or through the front (Mirage would have seen it). Based on the maps I've shown, that left just two options: Leaving by magic or, simplest solution, through the kitchen.
PS : You guys are ignoring a few important clues but one in particular that I all but spelled out. [/sblock]
