Not necessarily.Pretend that a PC polymorphs into a bear. While polymorphed, his claws are incapable of wearing gloves or boots, so they merge with him form.

Then, while in bear form, the character is attacked by an attack that severs his arm or leg.

That severed arm or leg would revert to normal form and the equipment on that arm or leg would also revert to natural form.

That rule could be there just to cover those situations.

Somebody needs to go through the MM and create form templates that will determine what types of items merge in a polymorph ...
