In the 3.0 rules, it was explicitely stated that you can never recharge a charged item unless noted otherwise in the items description.

Unless you have a portable hole, you aren't going to carry around an arsenal of staves.

Just a personal opinion, but scrolls and wands should be combined into the same feat and staffs and rods should be together. Wands could just be given a caster level requirement to keep them from being created by first level characters and might make the feats worth taking. It also gives a nice bonus to wizards.
