I seem to recall seeing in some D20 game that the +2 to 2 skill feats were resolved into a single feat where the player got to pick and choose what skill received the bonus. Why not considate all these feats into one? Assuming that Skill Focus gives a +3 bonus, I see no reason not to.

There's a very good reason not to...

The 2x2 feats give you a total bonus of +4, while Skill Focus gives a +3... The balance is that while skill focus is a +3 bonus that applies to one skill, you ccan choose any skill you want. On the other hand, the 2x2 feats give you a total +4 bonus to two specific (and usually related) skills. There are rare occasions when, if you want to get the whole +5 feat bonus to a certain skill, you may have to suck up a useless +2 bonus on a skill you will never use... Or settle for just a +3 bonus with SF.

In other words, the 2x2 feats give you a little more, with a little less freedom of choice.
