D&D 3E/3.5 [3.5] Line of Effect

On P.176 of the PHB, it says that a Line of Effect is blocked by a solid barrier.

For purposes of the Turn Undead action, would an ally represent a solid barrier ?

I would say no, because your ally won't take up the entire Hex.

EDIT - added the word no, to cover for my own stupidity.

Using the same logic (a character doesn't take up a full square), I am assuming that an enemy would not block Line of Effect either ?

Again, for the purposes of turning undead.

(Of course, some enemies -- e.g., big fat dragons - take up multiple entire 5' cubes, and therefore block line of effect. They're the exception rather than the rule).
