"Enhanced magic: All spells and spell-like abilities used within the Astral Plane may be employed as if they were improved by the Quicken Spell feat...Spells so quickened are still prepared and cast at their unmodified level."

Anyone notice this? Spell battles against the gith are gonna be terrifiying...

The reason for that would be due to the fact that the Astral Plane actually doesn't contain a sense of time. Although you can move & act in it, anything occuring that requires something innately related to "time", it would never occur.
 



When you visit the astral plane be sure to pack out all the trash you bring in, we want this natural park to remain a beautiful place for all visitors.

This goes double for your lit cigs, remember only you can prevent planar conflagrations.

Because technically a spell with metamagic has its casting time increased to a full round for a sorcerer. Now, this says "as if they were improved..." so the extra delay doesn't necessarily apply. Yet, it isn't 100% clear.
