I guess the answer is "no" then. Forbidding casters and then presenting impossible physical challenges don't mix very well. Technically speaking, finding a Wand of Reduce Person is not a spell, but if the caster restriction is widespread that won't help much.

Freedom of Movement spell comes to mind, but it's a 3rd level spell. A character Greased up (1st level wizard spell) might be able to slide into a tight space.

Define term "freely move". You want to move at your full movement rate, or you want to fight and otherwise perform as if the tunnel wasn't an issue?
