So, I know about the "Players Journal," and of course "Dragon" and "Dungeon."

Are there any other 3E D&D magazines out there? Any that take submissions?

As it happens, I have just announced the launch of a new publishing company putting out 3E magazines, and I am certainly looking for submissions. There's a thread on the d20 Publishing forum under the heading 'Launching a New Publishing Company', and more information is avaliable on my website.

I wouldn't really consider it a gaming magazine per se, but Game Trade usually has an article/excerpt or two previewing 3e material from upcoming books. Game Trade is the mini-catalog spun off from Previews, which is the big (primarily) comic catalog for US comic/specialty shops.

I don't know. Is Campaign magazine (by Corsair/Fast Forward) still being circulated?

For e-zines, d20 Weekly (Steve Jackson Games) and Gaming Frontier.

Industry standard is generally 3 or 5 cents per word. why are you only paying 1.5 cents per word. You'll get much higher quality stuff if you pay 3 or 5 paying this little bit you're more likely to get stuff that was declined by the other, better paying, magazines. Granted the player's journal doesn't work this way but it doesn't need to as it's a voice for community members - yours are not.
 

I know the word rate isn't very good - but this is a PDF magazine, and hence I have to hedge my bets. If the sales on the early issues are good, then I can and will raise my word rate. I have already received some excellent material for Almanack, and for Lemurian Dreams.
