That might be more reasonable. The thing is, extra attacks are big. Biiig. An extra attack with a light weapon on a small creature is an extra 1d4+str damage, which is going to be between 3 and 5 for a small fighter-type. That's the equivalent of an extra 6-10 Str, with the caveat that you might not hit with that extra damage. For a medium creature it's even more.
I'd require the character to take two-weapon fighting to get two attacks. Then, take another feat to get a third attack, then another feat to get the fourth. All follow the TWF rules for light weapons. For every attack past the second, I'd impose a -1 penalty, so if you attack with all four your total penalty is -2-1-1= -4. It's a lot of arms to keep track of, although the main penalty comes from fighting with more than one weapon. Even without a feat I'd let the character carry a shield with one of the extra hands.
