Put it this way, it's certainly not a problem to allow it for dispel magic. Counterspelling an item's spell will always be an inferior tactic to just dispelling the item. It's at best the same caster level check (worse in cases such as when the user of a staff of fire is higher level) and it still leaves the item functional.
