Agreed.

We have clear evidence that monsters don't play by the same rules that characters do. So if you want your bugbears to stand, fire, and crouch in the same round, then your bugbears can stand, fire, and crouch in the same round.

I agree for the move up, shoot, move down in one turn.

But shouldn't there be time spent to reload a crossbow? Is it a minor action to do that in 4E?

Thats a good point. I shouldnt have said Xbow as it was just for an example, could be any ranged attack. Would have to take reloading into account tho definitely.
 


Just give your "bugbear ambushers"

Ambush!
The bugbear amusher can pop up from behind low cover and attack in the same action

Or something like that
