So, I haven't seen a copy of the 4E DMG (I'm sure one exists in my town, but time/interest/opportunity have not coincided).

Simple questions: does it contain any actual rules? If so, what sort?

How to build a monster
Templates (class and monster ones like Vampire)
Diseases
Poisons
Flight rules
Wealth per level (though it is simple)
Parcels/how to use them
Exp
How to give quest exp
Types of treasure like gems, etc
How to run a Tier of play (obviously epic is going to be diffeent than heroic)
Type of players (thinker, Actor, power gamer, slayer, watcher, etc)
Building a party (like what to do if a role is missing/result thereof)
Actions the rules don't cover (page 42)
Aquatic rules

Lots of neat stuff like that.

A bit. There's rules/guidelines for monster advancement/deleveling, templates, etc. A few artifacts. The treasure guidelines. In terms of hard coded rules, there's stuff about flying, water combat, mounted combat, diseases and poisons, plus some descriptions of terrain related issues (how to determine cover, light sources, wall and door stats).
 

It does. It contains a few rules on combat, including aquatic and aerial. Page 42 is an oft quoted page because it contains a table and guidelines on adjudicating any situation that comes up in combat and setting appropriate DCs and damage values for things like knocking an enemy into a burning brazier or swinging from a chandelier and kicking someone across the room. The DMG also has the rules for skill challenges, traps, hazards, and environmental effects; for handing out balanced treasure, the quest XP system, and a long section with the rules for building NPCs, new monsters and for modifying existing ones, adding templates, etc.

That's what I can think of.
