Yeah, essentially, once you get to level 16 you stop finding regular old enchanted leather. You just find feyleather. Similarly, you start finding starleather at 26.

If you wanted to make +4 leather... you can't! Because you have to infuse the material with magical energy, and regular leather can't hold that energy. It's like heating up a pot vs heating up wood. In theory, wood could melt, but it burns first. In theory, you could enchant leather, but it turns into a fell badger first.

To answer you about Masterwork armor:

Certain kind of armor are made according to arcane and esoteric methods that involve weaving magic into the substance of the armor. These masterwork armors never appear except as magic armor, and even then only at the highest levels. The various kinds of masterwork armor fall into the same categories as mundane armor and have similar statistics, but they have a higher armor bonus than their mundane counterparts. The cost of masterwork armor is included in the cost of magic armor.

Yeah. It was clear you were being playful; were you serious, you would've said a badger minion.
 




Temporary hit points add to minion's 1 hp normally, giving them (effectively) more than 1 hp.
