Yeah but it's sorta balanced by having only three trained skills and Jack of All Trades to represent gamer ADHD. And the weapon proficiencies are nunchucks, shurikens, and lunchpails; with only cloth armor for protection.

Charisma is a dump stat.

Well, Int's a primary, so the cloth armor's not all that bad. And I wouldn't be so quick to dump Cha completely, it qualifies you for some pretty awesome feats at Paragon. Plus, taking Arcane Initiate so you can go into the Coastal Mage paragon path would be well worth it, if it suits your personal character concept.
I'd say that overall, while some parts of the class seem questionable at first glance, it really works quite well in actual play.
