5' step, partial actions and haste

apologies if this has been adressed before. but this just occured to me tonite. this Q is in two parts and a negative answer on the first kinda make the second useless. but here goes..

firstly, is a 5'step allowed with a partial action? if one can do a partial charge, i don't see why not

secondly, if the answer to the above is yes, can a hasted character do:

5' step out of melée range > drink potion > 5' back into melée range > full attack action

First question:

I'm nearly positive you can take a 5' step with a partial action (provided you do not move with the action)..

Second question:

That sounds right. With your hasted partial action you can drink the potion, the full round action to 5' step and lay into an enemy. Sounds right to me. Later!

You are only allowed to take ONE 5' step in a round, and that is if you don't move. If you travel more that 5', you must use a move equivalent action (MEA). The MEA is one of the actions you can take in a partial action.

Although...

... there is room to argue that a 5' step is only possible if no other movement has been taken in the round.

It's a similar line of argument to the "Can you Partial Charge if you've moved in a different direction already?" question, though, so I won't go there :)

Where does it say that?

Full Round Action allows a 5 foot move with it.

Partial Action allows a 5 foot move with it.

Move Equivalent action which contains no actual movement is the only rule that allows only one 5 foot move per round. But, in this example, the hasted character is not performing an MEA.
 

The Sage ruled that you can only take one 5' move in a round if and only if you have not taken any other move. This does include being hasted.

The sage ruled exactly the opposite! He ruled that the extra partial action does not "see" whatever you do in your regular action. A 5-foot step can be part of a partial action.
