I really don't think you've thought that through. It makes a Paladin a ridiculously good healer.

I'd personally make Lay on Hands a per Encounter ability, and let the person gain back there Healing Surge + the paladin's CHA modifier.

That way doesn't need to be tracked and it doesn't make him a better healer than the Cleric which he currently is in a single encounter.

Because if you make it at will the Paladin could for example heal 88 hp on the Dwarven Fighter in one encounter, while the cleric could only heal 18 at most.

As it is the Paladin is probably a more effective healer in a single encounter, being able to heal 24 hp on the dwarven fighter, compared to 12+1d6. Of course the cleric can continue to do that in every encounter.

They should have made it a per encounter or daily ability, and had the CHA give additional hp points healed (or perhaps Temporary ones to stop him being as good as the cleric).

Wizards has said that you'll have an "interesting choice" to make at each level advancement. Previously, I had taken this to mean something like how you choose a new talent or feat every level in SW Saga. Now, it looks like it will be powers and feats.
