A city built for super battles

You are appointed the mayor of a city about to be built. The setting could be high magic fantasy, or it could be far future scifi. The point is, the power level at the top is quite high. It could be just as simple as some people being in possession of the Fireball spell. Or it could be that a certain reporter at a certain newspaper is able to shoot laser beams out of his eyes and punch buildings in half with a single punch. Or maybe even a significant number of people living there are at a high power level.

You are given virtually unlimited funds.

The catch is that you know there are going to be superpowered individuals living in that city as regular citizens. Or, as regular as superpowered people can be. They could be living there openly or secretly. Even if there was a law that they'd need to identify as such you can't make the assumption that all would.

You are given the decree that you can't prejudice against or for the superpowered individuals. The same living quarters should be assumed to be used by both normal and super people. And the same decree goes for everything else in the city. The city should be livable even if all people became super powered or if all supers suddenly moved out.

How would you design a city like that? What measures should the city be prepared for?

I think the main safety enhancement (for either fantasy or sci-fi) would be energy dampening technology and enhanced support structures (possibly self-repairing) built into ALL buildings.

That would help prevent psychopaths playing with fire and ice, as well as "one-man locomotives", from destroying the city in one fight.

Also a few stasis field generators would be nice for when things get too out of control.
