Correction: His cycle either takes him three rounds, or he isn't doing a wingover at the end of his climb.

The feat explicitly says that you can't gain altitude in the same round as the wingover maneuver. He has to make a conventional turn. Considering that he has 200 feet of movement (double move on 100 feet of flight) a normal turn isn't unreasonable.
