A GOOD cleric for Keep on the shadowfell

Clerics only have proficiency with simple melee weapons. Halberd is classified as a military melee weapon. Dwarf training gives the cleric proficiency in the great axe; if not for that, the cleric would be limited to a great club, morningstar, quarterstaff, or scythe as a two-handed weapon. (or a mace or spear as a versatile weapon).

Halberd is in both pole-arm and axe groups, isn't it?

Well, dwarven weapon training gives proficiency with axes and hammers. It doesn't specify which axes and hammers, and halberd is an axe so it would qualify.

would this characters righteous brand be +3 vs AC or +5 vs AC ? (from the training with the halberd)

The pregen Cleric is bad IMHO.

Low Wisdom (16 vs. 18) means he misses with a his two at-wills more than he should. It also means his Healing Word is slightly less effective than it should be.

Low Strength means he has only Wisdom at-wills instead of one of each -- and it means he sucks in melee.

Finally, he's actually wrong: the writers forgot to include the Half-Elf bonus encounter power.

In 4e, 1st level Clerics get 12 + Con score, not 12 + Con bonus. You never get HP from your Con bonus, you simply add your Con score to the HP you get from your class.
