Monsters from the bestiary can be modified to be challenging to any level party by using this point system to construct easier or harder to kill monsters. In this system..

Monsters start with

1 action for each arm, tail and leg(if the monster uses its legs to attack)

1 reaction

Monsters max at 2 actions per attacking limb and 2 reactions

3 traits(such as resist fire, dominate, etc.) from its Bestiary listing

at 1st level to 9th level, resist traits

at 10th level+, the resist traits become immune traits

Each ability score starts at 14

Humanoid monsters max at 20 ability sore

Non-humanoid monsters max at 30 ability score

Armor Class starts at AC14

If the monster does not have spell-like traits, it's hit points are +1d10 per level and it's attack is +1d10 every 5 levels.

If the monster has spell-like traits and fights, it's hit points are +1d8 per level and it's attack is +1d8 every 5 levels.

If the monster depends only on spell-like traits, it's hit points are +1d6 per level and it's attack die is +1d6 every 5 levels. The spells do +1d12 damage every 5 levels.

Multiply the con mod by the level and add it to the hit points after the final constitution score is determined.

The Monster's Level determines how many times it can;

raise an ability score by +2,

or raise its armor class by +1,

or give it an extra action per turn,

or give it an extra reaction per turn,

or get a new trait

The monster can also sacrifice an ability score by -2, or lower its armor class by -1, etc, to raise another score.

Monsters can't trade hit dice or multiplied attack damage dice.

To the person who asked about the number of monsters in an encounter.
my method
total the levels of the party
1 level = 1 monster.
so if your party has 15 levels you can pit
10 1st lvl minions with a 5th lvl minion leader for example.
after a few encounters where the party takes damage,
you can scale back or increase the levels of your monsters.
My goal is that the party can heal 100% of its hp after a short rest.
If they can't, I make it easier.
