A New/Old Elf Sub-Race

I was amazed by Skyrim so much and one thing in particular: Snoe Elves. They were the top dogs of Skyrim and now there are barely any. But, i thot that the old Snow Elves were just fascinating, the way they look, the way they were, everything, SOO, i thot that we should have Snow Elves. Any ideas for the way they built their cities and anything about them?

Maybe an ice palace in the middle of a glacier? or a hidden evergreen forest valley in the mountains surrounded by frozen tundra/glaciers?
