a new skill and feats, pls critique them, and also I need a feat

Skill :
Body Building (Con) : This skill represents the character’s physical training. The people who are expert at this skill are tougher than the others. They have well developed and shaped body so that they may take more pain.
Benefits: Adds a bonus number to HP. This bonus is equal to the ranks in the skill.
Special : Although this skill depends on Constitution, Do not add Constitution modifier to your HP. This modifier has been already added to your HP at the character creation. +5 and more ranks in this skill gives +2 sinergy bonus to your concantration checks. This skill is cross class for all core class.

Is this skill ok?

Feats:
Meditation [General]
This feat represents character’s pyschological training. Their mind and soul are better than others so they can cast more spells than normal.
Prereqs : ability to cast 3rd level arcane spells, wis 11+
Benefits : You gain additional arcane bonus spell slots due to your high wisdom as indicated at the table in PHB. Note that : This bonus slots can be used only for one arcane class. So Sorcerer/Wizard characters must choose this feat for either her sorcerer class or her wizard class.
Special : This feat may be taken multiple times. Its effect doesnt stack. Each time you take this feat, chose another arcane class and apply to it.

True Substitution [Metamagic]
Prereqs : Energy Substitution
Benefits : True substitution allows you to transform any energy descriptor to any other energy descriptor. It uses up a spell slot two level higher than spell’s actual spell.

Force Substitution [Metamagic]
Prereqs : True Substitution
Benefits : Force substitution allows you to transform any energy descriptor to Force descriptor. It uses up a spell slot two level higher than spell’s actual spell.

Are this feats ok? Are there similar feats in any book?

Also I need a feat for two weapon fighting that eliminates two weapon fighting penalties. I have a simple idea. But I am not sure about it. So please help me to build this feat

Superior Two Weapon Fighting
Preqs : Improved Two Weapon Fighting (Two Weapon Fighting (Ambidexterity) ), Dex 15+, Weapon Focus(chosen weapon)
Benefits:
You chose a small weapon. You eliminate the two weapon fighting penalties if your primary and off hand weapon is this chosen weapon.

or something like this... is this feat ok?

No. It gives an advantage to classes with more skill points and to characters with high er Int thus more skill points.


Meditation [General]

Too powerful. At mid levels it's not hard to get a wis and Int of 18+, way too many bonuses spells.



Force Substitution [Metamagic]


Needs to be like +4 levels as force spells are more powerful then energy spells.


Superior Two Weapon Fighting
Preqs : Improved Two Weapon Fighting (Two Weapon Fighting (Ambidexterity) ), Dex 15+, Weapon Focus(chosen weapon)
Benefits:
You chose a small weapon. You eliminate the two weapon fighting penalties if your primary and off hand weapon is this chosen weapon.

I'd increase it to Dex 19+ personally.
 

Bodybuilding--That's not what skills are for. That's the Toughness feat. Anyway, that's just Constitution restated. It increases HP, and assists Concentration checks.

Meditation--Nice idea, but it could get a little out of hand with ability enhanceing items. Maybe, you gian one bonus spell of a level equal to or less than your Wisdom modifier every time that you take Meditation?

True Substitution--How does this differ from Energy Substitution?

Force Substitution--Seems balanced.

Superior Two Weapon Fighting--Name's already taken, but it's a novel idea, and nicely executed, although it could use a little rewording.
 

[Body building]Ok I know this skill seems weird but it will just give +10HP at level 20. I think its not too powerful. At first level 2hp may be too much but later it will no give more advantage.. But I am not sure.

[Meditation feat]. maybe it needs wisdom cap such as 18. Or I dont know... :) See below its another version

Bu my Feat does the same thing equal to 5 Energy Substitution feats(acid, cold, fire, lighnint, sonic) but it costs 2 level higher slot.

[Force Substitution ] I think +4 cost will be ok although you need 2 feats to take it. But I am not sure.

Prereqs : ability to cast 3rd level arcane spells, wis 13+
Benefits : You gain additional 1 bonus arcane spell slot for each level up to 2 for your one arcane class. To cast a spell using these bonus slots you needn't have to prepare spells. You gain the ability to cast spontaneously with these bonus slots.
Special : This feat may be taken multiple times. Its effects stacks with itself. Each time you take this feat; increase prequisite arcane spell level by 1, prequisite wisdom score by 2 and increase bonus spell slot level by 1. for example, When Mialee takes this feat second time, he gains additional 1 arcane spell slot for each level up to 3 for this purpose.

Any comment?
 

Body Building - For one, I like it, but I'd suggest a couple changes. For one thing, I'd make it a class skill for a couple classes, like fighters, barbarians, and maybe paladins and rangers. Fighters, especially, don't have much that's very useful to spend skill points on, so every fighter is going to take it, but I don't think that's a problem. Whoa, an extra 4 hit points +1/level... that can be achieved with a good roll or two for HP from a level up. I wouldn't have it give a synergy bonus on Concentration checks though... just doesn't fit, IMHO. I think this skill would be best in a low magic campaign, but I seriously doubt it's ability to destroy any game.

Meditation - While a cool idea, I think it's too powerful, but not by much. Since it applies to arcane casters, the chance of having an 18 Wisdom isn't so hot... but still, the potential to gain all those bonus spells is kinda scary. I suggest that you increase the Wisdom requirement to 13+ because a character doesn't get any bonus spells for a Wisdom below 12 (and Feat prereqs should always be odd numbers). More importantly, I suggest you place some other meditation-related requirement on there, something that not every caster is going to have. Say, some ranks in Knowledge (religion) for example. Now, if you go with Knowledge (religion), you could require 8 ranks (to be level with the minimum of 3rd level spells) and that would favor wizards (and bards) over sorcerers, since sorcerers don't get Knowledge (religion) as a class skill. That might not be enough of a requirement, depending on the average ability scores of characters in your campaign (if they run around with enough 18's, the sacrificed skill points are no big deal).

True Substitution and Force Substitution - I'm biased towards metamagic feats, so I'm not going to offer my opinion on these :D

Superior Two Weapon Fighting - Eh... I think there's enough Drizzit feats running around, personally. In any case, feats that just reduce a penalty or give a flat bonus are boring, and DM's shouldn't encourage them, IMHO. As a roleplayer, not a rollplayer, I'd be more interested in doing something spiffy and unique with my Drizzit character, something that my normal buddies couldn't do. Reducing penalties is just boring after a while, considering that to take this feat, at least 2 penalty-reducers have already been taken. I suppose it's balanced compared to other 3e stuff, but I don't think it's cool enough. Things like that symbolize reducing your character to a bunch of numbers. [/soapbox] :D
