This could be a another start:
Changeling (from MM III, LA +0) Fighter 4/Warshaper 3.
Not a standard race, but has Morphic Reach (10 feet) at CL 7. With a potion of Enlarge you might get the 15 ft. reach, with a nonreach melee weapon. With a spiked chain, you get the 15 ft reach without Enlarge.
