With the DMG & PHB free, I'd throw I'd probably throw in the FRCS and MM2 (which I don't really like much overall, but at least get some use out of). Complete Warrioris a runner up, again more because it covers some useful ground than as a sign of its quality). Book of the Righteous, on the other hand, is also a runner up, but for the opposite reason. I didn't vote for as it, I don't get much use of it now, but if I was starting a new homebrew it would easily elbow its way in as I think the quality of the ideas and impementation are top notch.

As for the top 30, I didn't even bother, it would be so easy.
