The simple answer: You can't.

I'm with guy who suggested killing the offending character, but I'd tone it down a bit. Instead of killing him after testing for steroid abuse, have him sit out the season without pay.

Test again in a few months to see if his stats are still unnaturally high.

There would be no test in a few months because you would have lost at least one player, and such a heavy handedness may have cost you even more. I know that I would not want to play with a passive aggressive dm that allows something & then punishes you for doing what is allowed.
