Action Point Acquisition (From Unearthed Arcana)

Ok...I'm not normally this dense, but for some reason (most likely the huge amount of allergy medicines I've been taking) I'm not understanding how PC's acquire action points at each level. This is how I read it:

At first level, a character starts with 5 action points. When this character advances to second level, he or she gets another 5 1/2 action points...is this right? Or would it be 6 action points (5 plus 1/2 level... 1/2 of second level equals 1)? This character would then have 11 action points (assuming none had been spent?) Then at 3rd level, another 5 1/2, for a total of 16 1/2 points (again, for the sake of argument, assuming no points had been spent).

Round down fractions, always.

At every even level the action point acquisition raises by one.

See...I thought at first that's what it meant, then the allergy meds...and oh...the muscle relaxer for an injured back...kicked in... things began to make less and less sense after that (although I did have an interesting dream involving rabbits, pajamas, and a psychotic ex girlfriend).
 

You don't keep gaining Action points- any unusued APs are lost. So if you start with 5, use two of them (bringing your total down to 3), then become second level, you now have 6, not 9. The 3 you had before are gone. You simply have whatever your level lets you have.

That being said, I was just looking at the rules in UA last night, and I'm pretty sure that they don't say you lose unspent points when you level.

Perhaps you are thinking about Eberron?

You are correct. UA doesn't have that restriction, but Eberron does.
