Actions apart from characters turn

People are constantly remarking that one of the key elements of the 4e is that characters have actions outside their normal combat turns.

Can anybody explain me what is meant whith this statement?

Are they talking about trigger action? Or supporting other characters?

What is different compared to the 3ed?

I've not seen it remarked anywhere that that is the case. *shrug*
They may be talking about erm powers that grant other players actions.

Say knights move, a Warlord 2 utility that means as a move action you can grant another player the ability to move their speed.

The only other thing they be implying is readied actions or maybe immediate actions, but all of the above was done in 3e anyway.
