I had considered this as well, however, it looks to me like once you are in a grapple, doing anything other than escape is a full round action. You don't seem to have the standard action option. You might rule that someone could draw a dagger as a full round action if they won their grapple check. You might even allow someone with Quick Draw to draw the weapon an make one attack -- if they won the opposed grapple check. I don't think it is totally clear from the context of the grapple rules. The simplest is to assume that when you are grappled you are limited to what is in your hands. I admit there is a lot of drama potential in allowing people to try and unsheath their daggers/grab a weapon within reach.
