Following Incremental Advances on Page 84 of the PDF would the XP cost to purchase a new skill at lv1 be 3XP?

Whats the rationale behind not allowing characters to purchase Exploits from their current career when they can buy Universal Exploits?

Yes.

Career exploits are more specialized than universal exploits. You need to advance in your career to gain new career exploits.

in your experience if you allowed characters to purchase Career Exploits, would that make them over powered in comparison to other characters

edit: is this a system meta decision to make characters "re-do" a full career to stop than picking and choosing the "best" expolits [Min-Maxing]?

I think that would turn the game into a very different game, if all exploits could just be purchased piecemeal. There'd be no focus. But it's your game - if you want to allow that, go ahead! :)
