Homebrew Item from the SRD---

"Use-activated Spell level x caster level x 2,000 gp"

1st level spell (Cure Light) + 1st Level Caster = 2000GP

a 0 level spell (Cure Minor Wounds) cost half that 1000GP

I figure it fills up an amulet slot to use--- Its on a chain
If you like make it a Glove of Healing, still fills a slot for normal cost

I should caution you though if you introduce one of these many DM's will try to rule 0 it. It is rather potent item It is in the rules but .....

You may not believe it, but characters don't have to be poor mechanically in order to have have interesting personalities.
Where did "incompetent" and "sucky" come from? Suboptimal != incompetent. There's a wide, wide gap between "engineered for maximum efficiency in combat" and "should fall on his own sword to put himself out of his misery."

Example: my 6th level illusionist just took Endurance for his latest feat. It's not the optimal choice; for that, he should have taken Greater Spell Focus (illusion). But it's still a useful feat, given that we do a lot of marching and often find outselves fatigued in combat. And my character has been doing a lot of marching and very little illusion-casting for the past several sessions, so taking the optimal choice, while good sense stat-wise, didn't make much sense story-wise. If I'd been going for "sucky", I would have taken Exotic Weapon Proficiency: Urgrosh.

That said, I think jgbrowning misspoke slightly when speaking of "skills/feats/spells that don't improve their chance of survival". Any feat that's actually used is sure to benefit the character and the party in some way, though it may not provide as much benefit in combat.
