They said they would have guidance, and there are 12 slots, more than enough to allow a "canon" option for most WotC Settings and leave hooks for Homebrew...

I expect only 1 slot for the FR, and I'm going to predict Phabdelver ends up being a founder location.

It doesn't really matter where the permanent connection to the Forgotten Realms is. The point is, Radiant Citadel is an adventure book not a setting book, so it needs to be assigned a setting for situations when setting specific rules might matter. They are hardly going to write a different set of rules for every world you can visit are they?
