The Fire Scor has a marked advantage over the others in terms of spells that line up well.
Fire as written is really the best mechanical choice.

As the spells they learn are innate.
Going with when she learns a Elemental Spell, she can decide if it will do damage type as listed or be changed to Dragon Type.
As the spell is part of her, not from rote study.

Converting spells is great if there's no elemental spells of that level. 2nd level spells are a good example of that. Converting a fire spell to the character's signature energy makes sense. 3rd level less so, as there's a pretty iconic lightning damage spell already. Converting another in addition to (or in place of) feels like taking advantage of the house rule.
 

Player should be paying research costs, and spending down time to create new spells. Unless you run a low treasure campaign, 1000GP per week, 1 week per level would be the minimum cost IMHO.

Also don't be afraid of adjusting your monster palette. Just because a player is better with one element, does not mean it's anyone's fault but their own if their foes are not affected by their one trick.
