When it comes to AL games, DCI numbers are only required if the character is played in a public location. If the character is exclusively played in home-based AL games, neither the player nor the DM requires a DCI number, but the characters still require logsheets tracking each and every session. If you play in a public location as part of the Encounters or Expeditions program however, you must have a DCI number for your character, and your public-play log entries must also include the DMs DCI number.

Ah, fudge. I've never gotten the DM DCI numbers on any of my characters and some of the DMs don't run at the store anymore.

I might be hosting a home game of Phandelver, and I'll follow the AL rules for that. Does everyone around the table need to keep a logsheet, or only those interested in being members of AL?

AL is an all/nothing proposition. All characters must be AL-Legal and all characters must have a valid logsheet, otherwise the game is invalid (the AL characters earn no rewards, and cannot record the session on their logsheet).

DCI numbers are only necessary if playing publically (at a store for example). For private AL games, neither the DM or players require DCI numbers. The players must still however, enter the session on their logsheet and must still record the DM name.

If the player plays one (or more) sessions at a public location, they will receive a DCI number which must be attached to all of their characters (at the top of their logsheets). If the DM also has a DCI number (which they will have if they have played one or more public events or played Friday night MTG), I recommend giving it out even when playing private games.

It is perfectly fine if some of the players (and/or the DM) in a private game has a DCI number while others don't. This is still a valid AL game (providing all AL rules are followed and the players lacking DCI numbers are still tracking their characters on a logsheet).
