They are bright enough not to get Throk anywhere close to town. In my hook for the module, I set it up so the village was much smaller and had been terrorized by the orcs. They demanded one villager a month be staked out for sacrifice, which (the party learned) the shaman was turning into undead guardians. The one time they fought back the orcs raided the town, murdered several children, and burned half the town to the ground. Right now they love the heroes, but no amount of 'no this one pledged itself to serve us' would keep them from killing the orc. It would also likely ruin their hero status.
I do like the idea of him threatening to kill anyone who doesn't convert to Pelor, and him picking fights for the party. Fleeing won't set him off, as even King Ulfe would seal the gates and strike from cover when facing a powerful foe - being clever and cautious are marks of a great warrior.
