All spells...why hasn't it happened yet?

While I don't have RW's EoM Revised, I *DO* have his EoM: Mythic Earth. If Mythic Earth is anything like his EoM Revised (and I imagine it is), it's a GREAT system. Blue Rose/True 20 does a passable "One World Order" magic system as well, treating spells just like superpowers (at least, from a mechanics standpoint).
RW could always call it EoM: Redux. TECHNICALLY, it's the same name, but at least the Redux makes it stand out from Revised a little.
Or, he could call it the NEW EoM. And then, when people hate the newness of it, he can re-market the OLD EoM at an elevated price and people buy it and will wonder why he bothered to change the system at all... and he'll make millions! It worked for Coke...
