So why does this creature have a scimitar? The bite is superior in every way (even if you include the envenom bonus action). and again your multi-attack allows for 3 bites. The scimitar seems a waste of space imo.

It's mostly an asthetic thing...the yuan-ti in this campaign wear chitin armor and carry bladed weapons like sickles and scimitars. Sure, they can use their bonus action to apply venom to the weapon, but yeah--if the monster is behaving "optimal" it would make three bites every round in melee.
