Allip babble effect

An allip's babble ability functions like hypnotism. Does it share in hypnotism's limit on affecting more than 2d4 HD of creatures? If so, is each creature rolled separately, or is one roll made for the entire effect?

The Babble ability of the allip reads as follows.

An allip constantly mutters and whines to itself, creating a hypnotic effect. All sane creatures within 60 feet of the allip must succeed on a DC 16 Will save or be affected as though by a hypnotism spell for 2d4 rounds. This is a sonic mind-affecting compulsion effect.

Looking up hypnotism, we see

Your gestures and droning incantation fascinate nearby creatures, causing them to stop and stare blankly at you. In addition, you can use their rapt attention to make your suggestions and requests seem more plausible. Roll 2d4 to see how many total Hit Dice of creatures you affect. Creatures with fewer HD are affected before creatures with more HD. Only creatures that can see or hear you are affected, but they do not need to understand you to be fascinated.

No. What it means is that that the effect on a victim that fails his save is identical to a hypnosis spell's effect.

The number of hit dice Hypnosis can affect is not related to the effect Hypnosis has on a character that succumbs. It's a limit of that particular spell. If the Allip's power had a similar limit, it would be stated in the description of the power.

That's my take.
