Allowing halflings to use medium mounts

I've been working on converting an old Eberron campaign from 3.5 to 4e. One thing I'm running into is the rule of requiring mounts to be large size - one of the PCs is a halfling who rides a clawfoot dinosaur which is medium size. The size works well for the character, allowing the dinosaur to come into the dungeon with him - we'll be rebuildiing the character as a beastmaster ranger and treating the clawfoot as a great cat as far as stats go.

I'm leaning towards just saying small creatures can ride medium mounts - I don't think the game will explode as a result but I'm curious if anyone else has tried this and run into any problems as a result.

I think it should work well; especially since it allows riding dwarves to get around those troublesome encumbrance limitations.

I think this is precisely the reason why its not allowed. Too big an advantage to being Small. Not saying I'd have a problem with it personally, and it might work, but mounts are clearly not intended to be practical and of usie in dungeons.
 

What I might end up doing is allowing it to be used as a mount in places where there would be room for a large mount - in other words, it functions as a companion while indoors but there's not really enough room in most dungeons to use it as an effective mount.

That's an excellent idea, I heartily approve.
 

I have been discussing this with my party actually since martial power came out. A player is wanting to make a halfling beast master ranger and really wants to be able to ride on his mount. I have no problem with it and I think it adds some flavor. I think the idea with mounts indoors a no no but outside totally sounds like its a fair deal. Any problems that could arise from this?
