I've gotten some pretty interesting and contrasting answers. Thanks for all the replies so far.
I think I'm 100% down with letting a PC with telepathy use any spell that only requires V to work this way as long as they're in range. I just like the flavor too much. Of course if this leads to some kind of abuse that I'm not considering then I'll rethink it at that time. The people I play with typically don't go looking for ways to abuse the system.
