Alt. Spell-learning rules (some math involved)

I meant to point this out earlier...

One of the major effects of this system is that it will introduce an element of randomness into the choice of spells- a mechanic that simulates the difficult spell research proces of this game world.

However, it also means that players won't be able to load their spellcasters' spellbooks up with "power" spells... The only guaranteed power spells for a player's choosing will be those he gets at 1st level.

A tangential question:

Does anyone have an idea of how I can limit innate casters in a similar way...or more accurately, JUSTIFY limiting innate casters in a similar way?
