Fighters benefit from a high wisdom stat, maybe you can use that to represent what you're after. What type of character are you after? It seriously sounds as if the rogue class would fit better with what you're trying to do. Your style of fighter probably isn't going to wear heavy armor anyhow, right?
To tell you the honest truth, the only Dex fighter I ever saw in 3e that didn't suck half the time was a spiked chain dude, and he was broken to hell. High Int never did jack squat for a fighter in 3e either except open up Expertise (but I'd hardly call 13 "high")...so nothing has really changed from my perspective.
What exactly is the type of character you're trying to create? It doesn't appear that a dexy/inty light swordfighter can be constructed with the fighter class anymore, at least not optimally. What it sounds like to me is that you want something that is a cross between fighter and rogue, but you aren't willing to multiclass to get it.
