Amber system is not for everyone and not everyone falls in love with it like some people do. Plus, it doesn't sound like he wants Amber, just Amber like in D&D. And the Amber System fails at that.
 

The first issue is resolving the pattern power. If PC have walked pattern there is really no point in bothering with levels or other such nonsense when you can just will yourself to a unique reality. Creative players, with the open nature of shadow, will quickly just ignore any static mechanics you try to impose.

I don't think Gestalt or any d20 mixture is going to work.

That being said....

You could work a system where the PCs are merely agents of an Amberlord. Their skills would be incredible because of their extensive shadows travel(as guided by an Amber prince of course) but, if they ever came face to face with another Amberlord, they would have to chose between being dead or to running away. You could have it so they would battle the agents of other lords.

It could make for a fun campaign. For each shadow that they are introduced to, they can take on special levels/classes. Make a special class called "cross shadow skill retention" so if, say they lived in a magic rich shadow, and suddenly find themselves on a magically dead shadow, they can still tap in a bit to the skills they have learned.

Adventure hooks would be easy: Amber lord Bleys shows up, tells you to do....

OR they could get really complicated (maybe some members of the party actually serve a different lord?)

It simply depends on what sort of group you have.
 

I think I would add the fiendess template to the character and then make my own PrC as a pattern walker, then work on creating a cosmo to play in.
