Well, if I interpret the table in DMG correctly:
Unlimited charges, plus spell material cost.

Resurrection = 7x13x2000 + 10000x100 = 1182000GP
Limited uses per day = 682000GP

True Resurrection = 9x17x2000 + 25000x100 = 2806000GP
Limited uses per day = 1556000GP

This makes no allowance for the Contingency nature of the spell trigger and, if I was asked by my players for one of these, I would probably double the cost.

On a related note: Magic of Faerun has a Ring that Casts Heal as an immediate action whenever it's wearer drops to 0hp or less.

And this before immediate actions existed!

That's handy, but not much good if the wearer drops to -10 or lower.
 

Check the Intelligent Items section of the DMG.

The most expensive Dedicated Power:
"Item can use true resurrection on wielder, once per month" for "+200,000 gp"
You need a Dedicated Purpose to go with it... but if you're crafting the item, you can potentially pick that.

Thats what gave me the idea. I could not find no where saying someone could intentially make a itelligent item can you. The way they have prices on the abilities makes it look like you could. Next question if I have the money can I buy a intelligent item and then make it my item familiar?
 

Hmm.... I had a +3 platemail of living metal once that casts a reincarnate once on it's wearer (and fuses with him, turning him into a fire-genasi which makes up for the lost level). But then the plate was gone.

The item you describe is wayyy above epic costs.
 

I would treat it like a ring of three wishes, although because the wish is so specific (ie: they cannot use it for anything else; it is pre-set so to speak), I might allow a fourth 'use'.

So, for a ring that will - upon character death - immediately cast resurrection upon the character, and is limited to 3 (maybe 4) charges, I would use the stats from a Ring of Three Wishes: [Price 97,950 gp; Cost 11,475 gp + 15,918 XP].

Does this sound fair?

You could, but you would be wasting money.

It would be more cost effective to make and wear several of these rather than a single continuous item like the one you described:

Scarab of Stabilization (Magic Item Compendium Pg. 132)
Price (Item Level): 20,000 gp (15th)
Body Slot: Throat
Caster Level: 11th
Aura: Moderate; (DC 20) evocation
Activation: -
Weight: -

If your hit points drop below 0 but you are still alive (above -10 hit points), a scarab of stabilization automatically stabilizes you. You are still unconscious from your wounds, but you need not make a stabilization check each round to prevent further hit point loss. If another wound causes your hit points to drop lower, the scarab automatically stabilizes you again at your new hit point total, provided that it is still between -1 and -9.
If a wound would drop you to -10 hit points or lower, the secondary power of the scarab activates automatically. You do not die, but your hit point total becomes -1, and you automatically stabilize. This power functions only once - the scarab crumbles into dust as soon as this ability is used.
