My idea of a city that is... well interesting. Maybe you want to make it for yourself as a PC. It also provides quite an interesting setting, as it contains every character level grouping within it's boundries, and all areas are partioned from one another. Thus you could have a low level adventure(probably not many), and later on, a mid-level, and a high level, and eventually even an epic-level adventure.
Shape: The city(No name yet) a large circle with concentric circles or rings inside of it, like a bullseye, or archery target. It has high walls, and one or two main entrances, if two they are diametrically opposed, or across from each other.
To most people only four of the five rings are known. That of the Copper ring or Copper quarters, the Silver Ring, the Gold Ring, and the Platinum Ring. But unbeknownest to most, there is a fifth ring, the Otherwordly Ring, occasionally known as the Triple Platinum.
Basis: The basis of the city is that people with extra money, mainly wealth aristrocrats, or adventurers looking for a good time, come to the city, lets call it Anonan. At the main gate to Anonan, you purchase a pass for a set amount of money(Copper being the last, Platinum being the most--membership for Otherwordly is presently unknown.). The pass enables you to travel in your Ring of Anonan, and any lesser Ring. With your pass you are entitled to entertainment, food and beverages provided at that level of the Ring. With ascending price is also quality.
"Copper Quarters" -- The lowest and outermost ring of Anonan, generally not worth the trip to Anonan itself. Most workers and laborers live in the copper quarters. Stables, worker housing, other essential buildings, one of several jails, and crude rental houses exist. The entertainment on this level is nigh non-existent and sustenance is lowly--but it keeps one alive.
"Silver Ring" -- Inns sever ale, mead, maybe win for an additional fee. Sparse meals, but with meat and some type of greens. Shabby entertainment wander the streets, looking for an extra coin(although it is not necessary at all to pay them, for you already have.) Mock-up plays exist in courtyards. Inn rooms usually come with simple locks for security. Admission to very large tournaments in the platinum ring is allowed, but for a sizeable additional fee.
"Gold Ring" -- Stret lighting. Taverns serve wine with a full meal. Inn rooms are secure and cleaned, with a window and possible a desk. Guards patrol the grounds for trouble. Bards tell their tales, and strum their tunes(About the equivalent of a 5th+ bard) for entertainment, plus small organized plays several days a week. Often times admission to larger Platinum tournaments is allowed, for a meager fee.
"Platinum Ring" -'Best'- Magical lighting bathes the streets, morning and night. It is always a pleasant temperature and it's never too windy. Streets are cobblestone, and are swept regularly by unseen servants. Guards exist on every city block, accompanied by wizards or sorcerers. Restraunts/Inns/Taverns server appetizers, main courses and desserts with the best win, dwarven ale(chilled in a brewing keg) or exotics like terran brandy while music is playing, or a play is taking place on the in-inn stage. Amazingly complex locks accompany rooms, often arcane locked. Guards are stationed in the hallways. Coliseum fights, jousting and swordfighting tournaments are all regular affairs are to be expected. Charismatic bards perform(10th+ level) and magic carpet rentals are available.
"Otherwordly" -'Unkown'- The best of the best, security and entertainment included. If available an exceptional body guard (+2EL) will serve you, but at least an extremely competent body guard( same EL). Lyres of building are used to construct housing to customer specifications or pre-existing housing is used. Walls are reinforced by Wall of Force, and vious glphs ensure security. A vault is avaiable for safe-keeping items to any patron who wishes added secuirty. Dining is often served from a cabinet of feasting or imported from another plane, if wordly meals aren't satisfactory, or if the patron has otherwordly tastes. Only the best drinks are served. We scoff at ale, and use it for cleaning tables. Accomodations can be arranged for any creature--Slaad or Djinni, Angel or Archon, We're not biased at Anonan, as long as you obey rules and guidelines. Creature duels are fought between oustiders(all types), magical beastas and the best trained warriors. Entrancingly charismatic bardic performers are known to reside in this ring of Anonan(15-Epic +). Guards employ magical means to stop disruptors. Union Sentinels have been kown to exist. Jail time means banishment to the void, imprisonment(as per the spell) or implosion. Teleportation is available for sightseeing in the city as well as most things imaginable.
