In FRC which I used which was mentioned above Ao is god of gods and has to allow a deity into being. Seeing as how it references deities sponsoring the divinity of others I have house rules that you either our sponsored(great for good characters) or kill the deity(great for evil characters). Another thing is you could just get so high in level that people begin worsshiping you and you just become divine as allowed by Ao.

Keep in mind that all we can do is tell you what's possible in our own campaigns, Bartmanhomer. The only person who can really answer your questions is your DM.

For my part, mortals cannot ascend at all IMC, and overdeities do not exist.
