An other Wild Shape question (*sigh*)
And that's one of the most common rules that I'd surmise has been thrown out of 3.5 in many campaigns.
which one? that armor and weapons dont resize or that other things do? generally I just assume everything magical resizes, it is magic after all ;)

Granted. IF the druid has such fine things (mine has not, unfortunately :( ) and IF the DM allows that a RoP / bracers of X / ... works fine with WS.

But even with 3.5 Core and no discussable items, your 17th lvl druid could have a reasonable AC in animal shape (though shapechange would be much better ;)):
Dire Tiger shape ... a pretty decent "natural" fighting shape
+6 Natural Armor
+2 Dexterity
-1 Size

+7 from Wild Darkwood Breastplate +2 (25k gp)
+5 from Animated Large Wooden Shield +3 (25k gp)

+5 from Barkskin
===
AC 34 with the use of only 50k gp ... if you invest more you could get an AC into high 40's, even 50's if your DM allows items/spells from savage species and all the FR-setting books.

Personally, I do agree that Druids need to retain their magical items to make wildshaping worthwile. OTOH, bears running around wearing capes and rings is dumb. Even though it's not what the rules say, I'd be inclined to allow them to absorb the items into their new form, but keep the bonuses.

How does a tiger wear human-sized armor?

"Wild" is a new type of enchantment you can put on armor that allows you to retain the armor bonus from armor that has been melded into your form when wildshaping.

With the "Wild" ability it melds but you still get the AC bonus :D

It's not that new ... also appeared in Masters of the Wild ... "THE" 3.0 druid book.
